...By having driver's license exams be twice as hard, both written and driven.

...By having helmets required for car driving.

...By having 5-point seat-harness for car driving (4-point plus anti-submarine, I think it's called, between legs).

Why not add a super-easy, almost free way to save maybe another thousand lives a year: *Include significant and advanced info about non-motorized users of roadways in all license exams and on-road training. *Put up posters in all license offices about sharing the road with non-motor traffic. *Treat at-fault accidents with non-motorized traffic as at least negligence and cite/prosecute vigorously.

Without these things we should admit that we're all just fodder for fun.
